    • Increase access and utilization of health an social services (cross cutting)
    • Improve preconceptions of health by decreasing risk factors for adverse life events among women
    • Reduce infant morbidity and mortality
    • Increase the proportion of adolescents and women of reproductive age who maintain a healthy weight
    • Improve the cognitive, physical, and emotional development of all children
